How this article was researched

The article uses the FTC's current distribution announcement, standing refund FAQ and settlement history. It does not rank products, determine eligibility or route readers to a paid claims service.

Commercial status: There are no affiliate links in this edition. Cleo, PayPal, Rust Consulting and the FTC did not pay for inclusion or approve this copy.

If you used Cleo for an instant cash advance, do one small thing first: type ftc.gov/refunds into your browser yourself. Do not begin with a link in an email or text. The official case page is the safest place to confirm that the refund programme exists and to find the recorded contact details.

You do not need to decide whether a message is genuine from its logo, urgency or writing style. Use the independent check below. This guide covers a US Federal Trade Commission distribution announced on 8 October 2026; it cannot tell you whether your individual account is eligible.

Put the three refund dates in your calendar

The FTC says it is sending more than $15.8 million to 2,124,796 Cleo customers who paid for eligible instant cash advances. Eligibility emails are due between the announcement and 26 October 2026. PayPal payments begin on 27 October, and recipients should redeem the payment within 30 days.

Those dates describe a distribution window, not a promise that every Cleo customer will receive money. Check the email account you used at the time, including its spam or junk folder, but do not let an unfamiliar message rush you into signing in. Save the message as a record while you verify it independently.

If a genuine payment reaches you, note the date it arrived and count the stated redemption window from that payment. Do not substitute a deadline copied from a social post or another recipient. Keep the FTC case page and your own notice together so the amount, delivery route and timing are not separated.

Verify the case without using the message link

The FTC says its refund cases are listed at ftc.gov/refunds with the company handling payments and a phone number for questions. Its current Cleo announcement names Rust Consulting and gives 877-788-4958. The agency says it never requires people to pay money or provide account information to receive a payment.

Use this four-step check: open a fresh browser window; type the FTC address; locate the Cleo case; compare the administrator name and phone number with the notice. If one detail differs, stop. Contact the administrator using the number you obtained from the FTC page, not the number in the questionable message.

The FTC can use PayPal for refunds. Its general guidance says an advance email from the FTC will come from an address ending in .gov, followed later by a PayPal message once payments have been issued. An address which merely contains “FTC” is not the same test. Inspect the complete sender address, then complete the independent case-page check anyway.

Do not pay to receive the refund

A demand for a release fee, tax payment, gift card, bank login or Social Security number is a stop sign. Do not reply with corrections or extra personal details. Do not install remote-access software. Preserve the message if you may report it, then use the FTC page or ReportFraud.ftc.gov through a separately typed address.

The FTC specifically advises people not to click links in emails that appear to come from the agency or PayPal. It recommends typing ftc.gov/refunds or PayPal.com into the browser. It also says only a name and email address are needed to create a PayPal account; a refund should not require sensitive financial information.

If you already followed a link but did not enter anything, close the page and restart from the official addresses. If you disclosed a password, change it through the genuine service, review account activity and use its security support. If you disclosed financial or identity information, use the appropriate institution's official fraud route. This article does not diagnose account compromise.

Understand what the payment does and does not prove

The refund follows the FTC's 2025 case, which alleged that Cleo misled consumers about the amounts and timing of cash advances, charged additional fees for same-day or instant delivery that could still arrive the next day, and made subscriptions difficult to cancel. Cleo agreed to a $17 million settlement. The October 2026 FTC notice is the current source for payment timing.

A payment is not a new Cleo offer and does not require you to borrow again. Accepting an FTC refund does not, according to the agency's general FAQ, require a recipient to give up rights they may have under federal or state law. Questions about an individual legal claim or tax position need qualified advice; this guide does not supply it.

The payment amount may not match every fee a person remembers paying. The FTC explains generally that available funds and the number of affected consumers can determine refund amounts. Do not send private account records to an unofficial person who promises to increase the payment.

If no notice arrives, keep the check manageable

Not seeing an email today does not establish that you were excluded: the FTC says emails continue through 26 October. Keep one reminder for that date rather than repeatedly searching or responding to unsolicited messages. After the window, use the verified administrator contact if you have a specific question about the payment.

Have only the minimum records ready: the email address used for Cleo, the approximate period of use and any official notice received. Ask what the administrator needs before sending documents. Never transmit full bank credentials, a password or a payment to prove eligibility.

If you no longer control the old email address, the public announcement does not promise an automatic substitute route. Ask the named administrator what current process applies. Record the date, number used and answer. This creates a simple evidence trail without exposing more information than the official process requires.

Finish with one verified next step

Today, type the FTC refund address, confirm the Cleo case and save the official page. Add 26 October as the end of the stated email window. If a verified PayPal payment arrives from 27 October onward, record the arrival date and redeem it within its 30-day window. If a message asks for money or sensitive financial information, stop and report it through an official route.
